I. CONSTRUCTION SAFETY METHODS
1. Regulatory Compliance & Training
    • Legal Framework: The project strictly complies with current Vietnamese laws and regulations regarding Occupational Safety and Health (OSH) and Fire Prevention and Fighting (FPF).
    • Mandatory Training: All engineers, supervisors, and workers must complete comprehensive safety and sanitation training programs before entering the construction site.
    • Safety Cards: Only employees who successfully pass the training assessment and are issued a valid Safety Card are permitted to work on-site.

2. Risk Identification and Awareness
    • Risk Assessment: Potential hazards originating from environmental and operational factors (e.g., site conditions, equipment operations, and worker behavior) must be proactively identified to prevent accidents.
    • Behavioral Safety: Continuous training and monitoring will be implemented to enhance workers’ awareness and eliminate negligent behaviors that lead to operational risks.
    • Skill Optimization: Workers will receive job-specific brief sessions to improve their technical skills, ensuring every movement, sequence, and method complies with safety standards.

3. Occupational Safety Measures
    • Warning Signage: Safety banners, caution signs, and hazard warnings must be clearly displayed at prominent and high-risk positions across the site.
    • Health Surveillance: Regular and unexpected health checks will be conducted, particularly for personnel assigned to high-altitude or high-risk tasks.
    • Discipline Monitoring: Continuous inspections will be performed to prevent misconduct (such as smoking or neglecting safety protocols during working hours) to guarantee a secure working environment.
    • Pre-task Briefings: Site supervisors must deliver precise instructions regarding specific locations, task scopes, and safety hazards to individual workers before commencing any job.
    • Personal Protective Equipment (PPE): During all construction operations, all personnel must be fully equipped with approved PPE, including helmets, safety shoes, gloves, reflective vests, and safety harnesses.
    • High-Altitude Operations: To ensure maximum safety, all tools and instruments used on-risk must be ergonomic and easy to secure. High-altitude works are strictly prohibited during poor visibility, darkness, fog, heavy rain, or storm winds of level 5 or above.
    • Equipment Maintenance: Routine inspection and preventive maintenance of all machinery and equipment (including lifting ligaments, cable hangers, and cranes) must be completed and logged before handling heavy loads.
    • End-of-Shift Protocols: At the end of each shift, supervisors must conduct a headcount, verify and store all tools, remove temporary arresters/signs where applicable, and safely secure the working area before leaving.
    • First Aid Readiness: Basic first-aid training is provided to all employees to ensure rapid, effective response to injuries or daily site medical issues.

4. Fire and Explosion Prevention and Fighting (FPF)
    • Specialized FPF Training: All staff, especially warehouse keepers and personnel handling flammable materials, must undergo mandatory FPF training. Emergency response and first-aid drills will be conducted regularly to mitigate damages.
    • FPF Equipment Supply: Approved fire extinguishers and firefighting equipment must be fully deployed at warehouses, electrical rooms, and all fire-prone zones.

5. Electrical Safety Measures
    • Grid Isolation: Any interaction with the existing grid must be coordinated and executed in isolation with grid operators. Transformers, low-voltage lines, and accessible electrical spots near the work zone must be completely isolated.
    • Lockout/Tagout (LOTO): “DO NOT CLOSE / PROHIBITED OPERATION” warning signboards must be locked and hung on circuit breaker cabinets in isolated areas.
    • Insulated Equipment: Electricians must be equipped with specialized electrical PPE, including insulated hats, gloves, boots, cutting tools, and insulated connectors.
    • Adverse Weather Restrictions: Electrical connections or repair works are strictly prohibited under dark, foggy, rainy, or thunderstorm conditions.
    • Cable Management: Construction power cords and temporary cables must be routed properly using standard technical methods. Final distribution points must be safely enclosed to prevent electrical leakage or accidents.
    • Qualified Personnel: Only certified electrical workers (minimum qualification level 5 or equivalent) are authorized to climb and work on electrical connection pillars.
    • Emergency Response: All electrical workers must be fully trained in standard electrical construction procedures and specialized first-aid methods for electric shock accidents.

II. SECURITY AND ENVIRONMENTAL SANITATION MEASURES
1. Environmental Sanitation in the Camp Area
    • Material Storage: Construction units and materials must be organized scientifically within designated camp zones in strict accordance with manufacturers’ guidelines. Storage areas must meet rigorous fire prevention and quality assurance standards.
    • Community Management: Site managers and union officers will conduct routine checks on workers’ living conditions to ensure their activities do not disturb or negatively impact the daily lives of neighboring residents.

2. Sanitation Methods at the Construction Site
    • Site Handover & Landscape: The construction unit is fully responsible for cleaning up and returning the site surface to its original, tidy condition promptly, preserving the surrounding landscape.
    • Material Material Staging: All construction materials must be kept in designated, well-organized staging areas.
    • Concrete Mixing Protection: Concrete mixing on-site must be done over plywood sheets or sidewalk pads to prevent staining, chemical run-off, or damage to surrounding infrastructures and residential properties.
    • Daily Housekeeping: Excess materials, debris, and construction waste must be cleared and cleaned daily to maintain overall site aesthetics and safety.
